Stormwater management is the collection, conveyance, treatment, and/or retention of stormwater runoff from impervious surfaces to reduce pollutants and control discharges to public stormwater systems.

Stormwater Management Regulations for Properties

Because Lane County has stormwater systems that discharge to waters of the State, we are required by the federal Environmental Protection Agency (EPA) and the Oregon Department of Environmental Quality (DEQ) to maintain a Municipal Separate Storm Sewer Systems (MS4) Phase II General Permit. The MS4 Permit contains stormwater management requirements we must adopt within our MS4 Area. A map of the MS4 Area is located here.

There are three different areas that fall under the County's MS4 jurisdiction:
  1. The City of Springfield urban growth boundary (UGB)

Lane County maintains an intergovernmental agreement with the City of Springfield for the administration of stormwater management standards in the Springfield UGB. The County has adopted the city's stormwater code within the UGB area and the City administers the code on the county's behalf. Visit their website for more information about requirements.

  1. The City of Eugene urban growth boundary (UGB)

Lane County is in the process of adopting stormwater management standards in the Eugene UGB. To learn more about this process, visit the Stormwater Adoption in the Eugene UGB page, or click on the link below.
  2. The County-administered MS4 Area, outside the Springfield and Eugene UGBs
