Continuum of Care

The Continuum of Care (CoC) Program is funded through the Department of Housing and Urban Development (HUD) and is designed to promote communitywide commitment to the goal of ending homelessness; provide funding to quickly rehouse homeless individuals and families while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness; promote access to and effect utilization of mainstream programs by homeless individuals and families; and optimize self-sufficiency among individuals and families experiencing homelessness.


The OR-500 Eugene, Springfield/Lane County Continuum of Care encompasses the full expanse of Lane County. Lane County Human Services Division is the Collaborative Applicant and Continuum of Care Lead Agency. In this role, Lane County is responsible for overseeing the work of the CoC, as well as applying for and securing over $4 million in annual funding to support housing programs and services operated through Co-Applicants St. Vincent de Paul and Homes for Good, and various other non-profit service providers in Lane County. The work of the CoC is governed by the Poverty and Homelessness Board and is carried out by a wide variety of stakeholders including non-profit providers, business community, people with lived experience of homelessness, healthcare providers, government partners, and community advocates, among others.


Continuum of Care funding primarily supports Permanent Supportive Housing (PSH) programs, Rapid Re-housing (RRH) programs, Coordinated Entry, the Homeless Management Information System, and System Planning.

New Projects
 are selected through a Request for Proposals process. If interested in applying for a new project, please review the RFP Opportunity.

This opportunity is now available. Lane County Department of Health & Human Services is seeking proposals from providers to fund homeless services for domestic violence survivors through one service provider:

Joint Transitional Housing or Rapid Re-housing Domestic Violence (DV) Project is anticipated to be funded up to $130,000 (CoC) for one-year (grant period to begin July 1, 2025) to serve no less than six (6) households at any given time.

Proposals are due by 12:00 pm on August 15, 2024


The CoC Committee of the Poverty and Homelessness Board has voted to dedicate all other new funding in FY24 to Coordinated Entry Supportive Services Only (CE-SSO) activities to support the implementation of the Coordinated Entry System and to expand the Bridges on Broadway PSH project selected in FY23 with any remaining funds. Proposals for other new projects will not be accepted in the FY24 Competition. If you have any questions about CoC new project opportunities,

Renewals are evaluated through the Intent to Renew and Evaluation process (local competition). The Intent to Renew and Evaluation process is now open as of April 24, 2024 and is due no later than 5pm on May 17, 2024. All PSH and RRH projects funded in FY23 must submit an intent to renew and evaluation by the deadline. See detailed instructions for more details.
