Lane County Juvenile Department Director, Community Justice Principle Manager - Youth Services Division

LCYS LogoLane County Youth Services (YS) provides assessment, probation, training, counseling, and detention services for all youth, ages 12-17 years old, referred by local law enforcement because of criminal behavior. It is the branch of Lane County government responsible for services to youth accused of law violations or judged delinquent by the juvenile court. YS is funded from the Lane County general fund, along with some state and federal grant funding for new programs.

The Juvenile Court is an arm of the Oregon State Circuit Court system and is housed at the department. YS is staffed by groupworkers and counselors specializing in juvenile corrections. YS staff are county employees and are all experienced in working with youth. The department is organized into units: Administration, Detention and Custody, Food & Nutrition, Restorative Services, MLK Education Center, Phoenix Treatment, and Supervision.  Lane County Youth Services is located in the Juvenile Justice Center building on the John Serbu Campus.

Administration

Youth Service Administration provides planning, leadership, management, budget, records and information systems and other support services as required by the department.  This division houses the Division Manager, Research and Grant writing program, Volunteer program and Department records.

Detention Services

Detention Services provides temporary care in a physically-restricting, 24-hour facility for delinquent youth who pose a danger to others and who are ineligible for placements offering a lesser degree of restrictiveness.  This temporary care protects three principle rights:

  • The Community's right to immediate protection from the youth

  • The youth's right to be detained in an environment conductive to normal growth and development; and

  • The court's right to immediate access to the youth for court hearings

Detention offers mandated levels of programming, including group work, education, recreation, counseling and medical services.

Supervision

Supervision prepares disposition (sentencing) reports and probation agreements for the courts and supervises youth placed on probation by the court for person and property crimes. Included in Supervision is the Resource Team which supervises youth in out-of-home placements and those on parole from state training facilities, provides monitoring and special programming for juvenile sex offenders, and develops competency classes.  Some staff work for the state (See Oregon Youth Authority).
